Summary
Would ban federal funding for research that seeks to alter a non‑human animal's biological sex. It would bar federal money for studies using drugs, hormones, surgery, or other interventions that change a qualified animal so its body no longer corresponds to its biological sex.

- Researchers and institutions that study sex‑related development in most vertebrates would lose access to federal grants for those interventions. This affects studies that disrupt development, inhibit natural functions, or modify physical appearance of qualified animals.
- Species that naturally change sex or that naturally possess both reproductive organs would be exempt. Those “excepted animals” include non‑human vertebrates that change sex in their lifetime and naturally hermaphroditic animals.
- Federal agencies would be required to withhold federal funds for covered research regardless of other laws. The bill’s funding ban would take precedence for the specified research and animals.
