Blocks new federal energy efficiency standards for HUD- and USDA-financed housing. This bill would withdraw the final determination on energy efficiency for HUD- and USDA-financed new construction and bar those agencies from using federal funds to implement or enforce that determination or any substantially similar rule. It would also stop the Department of Veterans Affairs from doing the same and prevent the Federal Housing Finance Agency from finalizing or enforcing related energy-efficiency rules. Block federal energy-efficiency rules
This bill would require HUD and USDA to withdraw the final energy-efficiency rule for HUD- and USDA-financed housing (89 Fed. Reg. 33112). It would bar HUD, USDA, and VA from using federal funds to implement or enforce that rule or any similar rule. It would also stop the Federal Housing Finance Agency from finalizing or enforcing any energy-efficiency rule for single- or multifamily housing. If enacted, builders, owners, lenders, and residents would follow the older energy standards instead of the newer ones.
Require 26 states match energy codes
This bill would add a rule that at least 26 States must adopt an energy code or standard that meets or exceeds a revised code before federal action. If enacted, HUD-related energy-efficiency decisions would be tied to that 26-State benchmark. That could delay or limit new federal energy-efficiency rules and keep older standards in place for federally financed housing.
