OPM Will Collect FEHB/PSHB Claims Data

The Office of Personnel Management will collect service use and cost data from Federal Employees Health Benefits (FEHB) and Postal Service Health Benefits (PSHB) carriers, including medical claims, pharmacy claims, encounter data, and provider data. Carriers are required to submit claims-level data monthly and manufacturer rebate data quarterly; OPM estimates 65 carriers will respond with a first-year burden of 225 hours per carrier and subsequent-year submissions at about 12 hours each. The Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule allows carriers to disclose protected health information to OPM for health oversight activities.
