Notice

Summary

The Social Security Administration wants your thoughts on updating some forms they use to help kids get benefits when a parent retires, gets disabled, or passes away. They’re making small changes to make the process easier and less time-consuming. If you have ideas or concerns, speak up by February 17, 2026, so they can hear you before finalizing the updates.

Analyzed Economic Effects

5 provisions identified: 3 benefits, 2 costs, 0 mixed.

Continuing Disability Reviews Require Large Time Burden

SSA continues to require disability recipients to complete the Continuing Disability Review (Form SSA-454-BK or i454). SSA estimates an average completion time of 600 minutes per response and notes that the results of a CDR can increase or decrease payments or cause SSA to suspend or terminate benefits.

Adoptive Children Clarified Eligible

SSA added the words "or adoptive" to question #4 on Form SSA-4-BK to clarify that adoptive children may qualify for monthly Child’s Insurance Benefits. This change is part of a revision to the SSA-4-BK application used when a parent retires, is disabled, or dies.

Certain Payees Exempted From Annual Accounting

SSA is updating instructions on Forms SSA-7161-OCR-SM and SSA-7162-OCR-SM to reflect Public Law 115-165, which exempts certain representative payees from the annual accounting requirement for beneficiaries living outside the United States. This change affects how often some representative payees must submit annual reports.

SSN Replacement Application Streamlined Online

SSA is combining the iSSNRC and oSSNAP screens into one online application (oSSNAP) so people can more easily find and use the electronic process to request new or replacement Social Security Number (SSN) cards. The combined oSSNAP covers replacement cards, name changes, and some original card processes and is intended to make the online path clearer for applicants.

You May Be Asked to Sign SSA-89 for SSN Checks

When private businesses use SSA's Consent Based SSN Verification (CBSV), individuals must read and sign Form SSA-89 to authorize SSN verification. SSA reports 597,295 people will spend about 3 minutes each to sign SSA-89 in connection with CBSV requests.
