Notice

Summary

The U.S. Department of Commerce confirmed that C&U Shanghai is grouped with all other Chinese companies for trade rules, while Shanghai Tainai didn’t ship any tapered roller bearings from June 2023 to May 2024. This means no special trade rates for C&U Shanghai and no duties for Tainai during this time. These decisions take effect starting January 5, 2026, impacting importers and manufacturers dealing with these bearings.

C&U Shanghai Treated as China‑Wide

Commerce determined that C&U Group Shanghai Bearing Co., Ltd. (C&U Shanghai) does not qualify for a separate rate and is part of the China‑wide entity. As a result, entries tied to C&U Shanghai are subject to the China‑wide antidumping rate of 92.84% as of the publication of these final results (January 5, 2026).

Tainai Found to Have No Shipments; Assessment Rule

Commerce determined that Shanghai Tainai Bearing Co., Ltd. (Tainai) had no shipments of subject tapered roller bearings during the period of review (June 1, 2023 through May 31, 2024). Commerce will issue instructions consistent with its no‑shipment/automatic assessment practice, and any suspended entries associated with Tainai may be assessed at the China‑wide rate of 92.84%.

Cash Deposit Rate Set at 92.84%

Starting on the publication date (January 5, 2026), cash deposit requirements for China exporters that have not been found to be entitled to a separate rate will be the China‑wide entity rate of 92.84% for shipments entered, or withdrawn from warehouse, for consumption on or after that date. These deposit requirements remain in effect until further notice.

Importer Certificate Requirement and Double Duty Risk

Importers must file a certificate about reimbursement of antidumping duties under 19 CFR 351.402(f)(2) prior to liquidation of relevant entries from this review period. If importers fail to file this certificate, Commerce may presume reimbursement occurred and impose double antidumping duties.
