Scope Application: Birch Plywood

Commerce published a scope ruling application tied to the Hardwood Plywood from The People's Republic of China orders (A-570-051/C-570-052) for birch plywood. The application was submitted by Woodstock Supplies LLC on October 1, 2025, and concerns birch plywood produced in Indonesia using Chinese-origin face and back veneers and exported from Indonesia; this notice is applicable January 5, 2026. If Commerce accepts the application and finds the product within the AD/CVD scope, imports of that product may be treated as covered by those orders.

30-Day Deemed Acceptance Rule

Under Commerce's rules, if a scope ruling application is not rejected and Commerce has not initiated a scope inquiry within 30 days after filing, the application is deemed accepted and a scope inquiry is deemed initiated on day 31. Commerce tolled certain administrative deadlines by 47 days on November 14, 2025, and by an additional 21 days on November 24, 2025, which can extend the applicable timeline for acceptance or initiation; this notice is applicable January 5, 2026.

Country‑Wide vs Company‑Specific Rulings

Commerce may apply a scope ruling on a country-wide basis—covering all products from the same country with the same physical characteristics—or on a company-specific basis under 19 CFR 351.225(m)(1). That means a single scope ruling could apply to all producers/exporters from a country regardless of the specific importer or exporter; this notice is applicable January 5, 2026.
