Commerce Issues Rulings on Trade Duties for Pipes and Heat Sinks

Large Welded Pipe: India Covered

Commerce found that large diameter welded pipe from India that is more than 16 inches in outside diameter is within the antidumping and countervailing duty (AD/CVD) orders. Shawcor’s Grade L450 pipe, which is 18 inches in outside diameter and can carry oil or gas, was ruled within scope on September 8, 2025; importers of similar pipes may be subject to AD/CVD duties as of January 26, 2026.

Aluminum Heat Sinks: China Included

Commerce ruled that IPG’s aluminum extrusions do not meet the exclusion for finished heat sinks and are within the AD/CVD orders on aluminum extrusions from China. The decision (August 27, 2025) notes the finished heat sink exclusion requires products to be fabricated from aluminum extrusions, designed around specified thermal performance requirements, and fully tested — IPG did not demonstrate the design/thermal requirement, so the products are covered as of January 26, 2026.

Hospital Memory Foam Mattresses Covered

Commerce found that Point A Technologies’ memory foam hospital mattresses (34.5" wide × 77.5" long × 5.9" deep) are covered by the AD order on mattresses from China because the measurements fall within the scope’s nominal adult mattress range. That covered determination was issued on August 1, 2025, and applies as of January 26, 2026.

Flow Wall Cabinets Included

Commerce determined that Flow Wall wooden cabinets are covered by the AD/CVD orders on wooden cabinets and vanities from China because their product specifications and materials match the orders and they use brackets and rails for permanent installation. The ruling date was August 25, 2025, and it applies as of January 26, 2026.

Mexico Mattresses: U.S. Core Exclusion (Prelim)

In a preliminary determination on September 26, 2025, Commerce found that mattresses assembled in Mexico using U.S.-origin mattress cores imported by Bob Barker Company Inc. are not covered by the AD order on mattresses from Mexico because the U.S.-origin cores were not substantially transformed and retain a U.S. country of origin. This preliminary finding applies as of January 26, 2026.

Wall Standoffs: China Covered (Prelim)

Commerce preliminarily determined on August 22, 2025, that wall standoffs and components imported by HTM MBS LLC are covered by the AD/CVD orders on aluminum extrusions from China because they consist of extruded aluminum components and do not meet the finished merchandise or finished goods kit exclusions. This preliminary finding is effective as of January 26, 2026.

Garlic in Brine: China Excluded

Commerce ruled that International Golden Foods’ whole garlic cloves in brine are excluded from the AD order on fresh garlic from China because they are preserved by the addition of other ingredients. The exclusion decision was issued on August 29, 2025, meaning importers of such garlic in brine are not covered by the AD order as of January 26, 2026.

Yokohama TR-900 Tires Outside Scope

Commerce ruled that Yokohama TWS’s TR-900 series truck tires are outside the AD/CVD orders on truck and bus tires from Thailand because the TR marking on the sidewall denotes tread pattern rather than a size designation, the tires lacked a ‘DOT’ symbol at importation, and they are not imported in sizes suitable for trucks or buses. The decision was issued on July 22, 2025, and applies as of January 26, 2026.
