Two Producers Face Preliminary Duty Rates

Commerce preliminarily assigned weighted-average dumping margins of 16.87% to LS Electric Co., Ltd. and 4.32% to Hyosung Heavy Industries Corporation for the period August 1, 2023 through July 31, 2024. If these rates are finalized, importers of transformers from these producers would face antidumping duties at those rates for entries covered by the final results.

Cash Deposit Rates After Final Results

Commerce states that cash deposit requirements for shipments entered or withdrawn from warehouse for consumption on or after the publication date of the final results will be the rates established in the final results; rates below 0.50% will be treated as zero, and the all-others rate remains 22.00%. These cash deposit requirements will remain in effect until further notice.

Two Korean Producers: No Dumping Found

Commerce preliminarily found that HD Hyundai Electric Co., Ltd. and Iljin Electric Co., Ltd. did not sell large power transformers in the U.S. at less than normal value during the review period August 1, 2023 through July 31, 2024, with weighted-average dumping margins of 0.00%. This means, for now, those producers’ entries during that period are preliminarily not subject to antidumping margins.

Importer Certificate and Reimbursement Risk

Importers are reminded of their responsibility under 19 CFR 351.402(f)(2) to file a certificate about reimbursement of antidumping duties prior to liquidation of entries during the period August 1, 2023 through July 31, 2024; failure to file may lead Commerce to presume reimbursement and assess double antidumping duties. This affects liquidation and potential additional duty assessments for affected entries.
