Export Packers' IQF Garlic Excluded

The U.S. Court of International Trade and Commerce found that Export Packers’ individually quick frozen (IQF) cooked garlic cloves are outside the antidumping duty order. This change is applicable March 5, 2026, meaning those specific Export Packers garlic products are no longer covered by the order.

Possible Liquidation Without Duties

If the Court's final judgment is not appealed or is upheld on appeal, Commerce will instruct Customs to lift suspension of liquidation and to liquidate Export Packers' IQF cooked garlic entries without regard to antidumping duties. This action would apply to those entries following any final non-appealable judgment.

Cash Deposit Rate Set to 0%

Commerce will tell U.S. Customs and Border Protection that the cash deposit rate is zero percent for entries of IQF cooked garlic cloves imported by Export Packers while appeals are pending. This zero percent cash deposit instruction is effective pending any appeals and applies to those Export Packers entries starting March 5, 2026.
