CVD Probe Could Lead to Duties

Commerce initiated a countervailing duty (CVD) investigation of truck bed covers from the People’s Republic of China effective March 17, 2026. The investigation covers imports during the period January 1, 2025 through December 31, 2025 and Commerce says it will make a preliminary determination no later than 65 days after initiation; Commerce is investigating 24 alleged subsidy programs.

Scope Defines Which Covers Are Included

The investigation’s scope covers truck bed covers sized about 45–75 inches wide and 55–100 inches long made of materials like aluminum, steel, fiberglass, carbon fiber, plastic, or water-resistant fabric, and includes accompanying hardware if entered or invoiced with the cover; truck caps (extensions of at least 12 inches) and products already covered by existing aluminum orders are excluded. The subject merchandise is classifiable under HTSUS 8708.29.5160 for convenience but the written scope controls.

Respondents Must File Q&V By March 31

Commerce intends to issue quantity-and-value (Q&V) questionnaires to potential producers/exporters of truck bed covers and requires responses by 5:00 p.m. Eastern Time on March 31, 2026. Producers/exporters that do not receive a questionnaire may still submit a response and must file electronically via ACCESS.
