Huge 72.94% Duty on Algerian Rebar

Commerce set an estimated countervailable duty of 72.94 percent ad valorem on rebar from Algeria (Tosyali and all others). U.S. Customs and Border Protection was instructed to collect cash deposits and suspend liquidation for entries of this merchandise entered, or withdrawn from warehouse, for consumption on or after January 13, 2026 at that cash-deposit rate.

Refund or Full Duty Depends on ITC Decision

Commerce will notify the U.S. International Trade Commission (ITC), which will decide within 45 days whether U.S. industry is materially injured. If the ITC finds no injury, any cash deposits collected will be refunded or canceled; if the ITC finds injury, Commerce intends to issue a countervailing duty order and require assessment of duties on imports entered or withdrawn for consumption on or after January 13, 2026.

Tosyali Assigned AFA-Based Rate

Commerce assigned Tosyali Iron Steel Industry Algeria SPA an estimated countervailable subsidy rate of 72.94 percent based on facts available with an adverse inference because Tosyali did not participate and the Government of Algeria did not provide requested information.

Which Rebar Is Covered

The rule covers steel concrete reinforcing bar (rebar) from Algeria in straight length or coil form regardless of metallurgy, length, diameter, or grade, and includes further-processed rebar; plain rounds (nondeformed or smooth rebar) are excluded. The notice lists primary HTSUS subheadings (for example, 7213.10.0000 and 7214.20.0000) that may be used for customs classification.
