Administrative reviews started for many imports

The Department of Commerce initiated administrative reviews of multiple antidumping (AD) and countervailing duty (CVD) orders covering the period 2/1/2025–1/31/2026 (February anniversary date). The listed proceedings span many countries and products and Commerce intends to issue final results not later than February 28, 2027.

14‑day separate‑rate certification deadline

Exporters and producers in non‑market‑economy (NME) cases who wish to keep or obtain separate‑rate status must file a Separate Rate Certification or Application no later than 14 calendar days after publication of this notice (publication date March 31, 2026; deadline April 14, 2026). Firms failing to timely submit may not be considered for separate‑rate eligibility for individual examination.

30‑day no‑sales notification window to avoid review

If a producer or exporter had no exports, sales, or suspended entries during the period of review, it may notify Commerce within 30 days of this notice (publication date March 31, 2026; deadline April 30, 2026) so Commerce can consider whether to rescind the review for that company.

Respondent selection and comment timeline

Commerce may select respondents for individual examination based on CBP import data or on quantity‑and‑value (Q&V) questionnaires. CBP data or Q&V questionnaires will be placed on the record within five days of publication (by April 5, 2026), respondent selection will be made within 35 days of publication (by May 5, 2026), comments on the CBP/Q&V data are due within seven days after placement (by April 12, 2026), and rebuttal comments are due within five days after that deadline (by April 17, 2026).

30‑day certification eligibility application deadline

Exporters and producers that are not currently eligible to certify but wish to establish certification eligibility must file a Certification Eligibility Application no later than 30 calendar days after publication of this notice (publication date March 31, 2026; deadline April 30, 2026). If later selected as mandatory respondents, such firms must respond fully to the questionnaire for Commerce to consider their certification eligibility.

Deadline for withdrawal and final results timeline

A party that requested a review may withdraw the request within 90 days of publication of this notice (publication date March 31, 2026; withdrawal deadline June 29, 2026). Commerce also states it intends to issue final results of these reviews not later than February 28, 2027.

Particular market situation (PMS) allegation timing

If an interested party wishes to submit a Particular Market Situation (PMS) allegation under section 773(e) of the Tariff Act, Commerce requires the PMS allegation and supporting factual information no later than 20 days after submission of initial responses to section D of the questionnaire (relative timing tied to questionnaire responses).
