Scope Application for TIM-401 Industrial Cart

Commerce received a scope ruling application on February 20, 2026 for the TIM-401 heavy-duty industrial 3-wheel cart, produced in and exported from China. Commerce will determine whether this hand truck/cart is covered by antidumping and/or countervailing duty orders and thus whether importers must pay additional duties.

Scope Rulings Can Apply Country-Wide

Commerce may apply a scope ruling to all products from the same country that share the same physical characteristics, country-wide, regardless of producer, exporter, or importer. That means a ruling for one company’s product could extend to other importers of similar products from the same country.
