This bill directs the Forest Service to conduct a study to (1) determine the suitability and feasibility of establishing a unit of the National Forest System in the islands of Hawaii, Maui, Molokai, Lanai, Oahu, and Kauai in the state of Hawaii; and (2) identify available land within the study area that could be included in such unit.

Postal Service Health Benefits Program creates a USPS-specific health plan inside the Federal Employees Health Benefits Program and pairs that change with Medicare coordination and stronger postal oversight. The law also lets USPS offer new nonpostal services to raise revenue and requires much more public performance and cost transparency. - USPS employees and annuitants get a dedicated FEHB program with standard enrollment choices (self, self plus one, self and family), a transitional open season, and Medicare rules that include a special six-month Part B enrollment window beginning April 1, 2024 with coverage starting January 1, 2025; most Medicare-covered annuitants must have Part A and Part B to enroll, with specific grandfathered exceptions. - State, local, and tribal governments can buy property or nonpostal services from USPS for public, noncommercial purposes if the agreements reimburse at least 100 percent of attributable costs each year and follow new public posting and Governor-approval rules. - Oversight and performance changes require a weekly public dashboard, a PRC review of cost attribution, an Inspector General audit of PRC data, a Flats operations study with a 6-month remediation plan, and specified FY2022 funding: $7.5 million to CMS, $16.0 million to SSA, and $70.5 million to OPM. The law provides $94.0 million in FY2022 to federal agencies and requires USPS to deposit an equal amount into the Treasury, making the FY2022 transactions roughly budget-neutral.

This law creates a commission to study and plan a National Museum of Asian Pacific American History and Culture in Washington, DC. The Commission will assess feasibility, costs, collections, governance, location options, and produce a fundraising plan and legislative recommendations within 18 months of its first meeting. - Asian Pacific American communities and scholars gain a formal role in museum design and outreach through required guidance on engagement and an optional national conference within 18 months. - Museums and the Smithsonian face a required assessment of impact, collections availability, storage and maintenance needs, and site criteria to inform where and how a new museum could fit. - Congress gets a fundraising plan and an independent review that aim to finance construction and ongoing operations without federal appropriations, plus a legislative action plan for relevant House and Senate committees. The Commission is not funded with federal funds and must cover its expenses through gifts and contributions.

International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.
