Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Co-ops and pooled sales for set gillnetters

Set gillnet entry permit holders in salmon fisheries can fish together as a cooperative. Members can pool their catch; fish do not need separate storage or delivery by permit. Any member, or a transporter acting for the co-op, can sell the pooled salmon. The law is in effect now. The Board of Fisheries will set detailed rules.

Co-op size limits and paperwork for gillnetters

The Board of Fisheries sets the maximum number of permit holders that may fish as one co-op in each area. The cap cannot be set below three members. If you fish multiple units of gear in a co-op, you must register with the Department of Fish and Game. The Board also sets how co-op harvests must be reported. These rules add paperwork and may limit co-op size in some areas.

New presence rules for set gillnetters

You may not operate another permit holder’s gear unless that person is present and actively engaged, unless their absence is allowed by law. You do not have to be at your net when you are at, or traveling to or from, a fish sale. If you are in a co-op, this also covers sales of fish caught in another member’s gear. You may also be away when at or traveling to your other stationary gear, or a co-op member’s gear. The law is in effect now.
