Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

No monitoring fees for trawl fishers

Beginning January 1, 2027, the commissioner cannot charge participating commercial fishers fees to fund the electronic monitoring program in the state finfish trawl fishery. This blocks direct bills to fishers for monitoring program costs.

New Cook Inlet set-net permit rules

Beginning January 1, 2027, the state creates a separate Cook Inlet set-net area made up of statistical areas 244-21, 244-22, 244-31, 244-32, 244-41, and 244-42. Old Cook Inlet entry permits no longer automatically let you fish there; the commission must reassign your permit. Your permit is renewed or reassigned for the new area only if you (or the immediate family member you got it from) show proof you fished in those areas within the five years before December 31, 2024. Acceptable proof includes a shore fisheries lease, area registration, a buoy tag, or past fishing statistics. If the commission denies reassignment, you can appeal in superior court by March 1, 2027, and you receive a provisional permit while the appeal is pending. The law defines “immediate family member” to include a spouse or partner living together, children, parents, siblings, grandparents, aunts, uncles, and a spouse’s parent or sibling.
