Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

12-hour course cap for manicuring schools

A manicuring school is licensed only if it offers a board-approved 12-hour course on health, safety, and hygiene. A school may teach more, but it cannot require more than 12 hours before certifying a student’s course completion for state certification. This sets a clear, short path to certification.

Licensing shift and stronger oversight for salons

The Department of Commerce issues licenses and permits after the board examines applicants. The Department also licenses schools for barbering, hairdressing, manicuring, and esthetics. The board enforces the laws and related rules for barbering, hairdressing, hair braiding, manicuring, and esthetics. The board can ask the Commerce or Environmental Conservation departments to investigate a shop, school, or person on its own or after a written complaint.

Standard safety notices for tattoo and piercing shops

The board creates written instructions and notices for customers. Tattoo, permanent cosmetics, and body piercing shops must give or display them. This makes health and safety information the same across shops.
