New commission to grow Alaska-Ireland trade
The law creates the Alaska-Ireland Trade Commission in the Commerce Department. The governor appoints five members, who serve staggered three-year terms at the governor’s pleasure. For the first appointments, one serves one year, two serve two years, and two serve three years. The commission promotes trade, investment, business startups, research, and academic exchanges between Alaska and Ireland. It elects a chair, and a majority is a quorum. Meetings are held electronically unless in person outside Alaska, with at least seven days’ public notice.
Unpaid commission, outside funds, yearly reports
The Commerce Department may accept grants, donations, or gifts to cover the commission’s travel, per diem, and other support, with donor details collected. Members serve without pay and cannot get state per diem or travel unless paid from those outside funds. By the 30th day of each regular session, the commission reports to the governor and legislature. The report lists each grant or gift from the prior year with date, amount or value, donor name and address, and for over $50 total, the donor’s job and employer, plus findings and recommendations. The commission cannot hire writers or use department staff for the report unless that work is paid for by a grant or gift.
