New trade commission for Alaska businesses
The law creates the Alaska‑Ireland Trade Commission in the Department of Commerce to promote trade, investment, business, research, and academic ties with Ireland. The commission has nine members: five appointed by the governor, two House members named by the speaker, and two senators named by the senate president. Governor appointees serve staggered three‑year terms; House and Senate appointees serve two‑year terms, and all serve at the pleasure of the appointing authority. For the first governor appointees, one serves one year, two serve two years, and two serve three years. The commission meets online with at least seven days’ public notice and may meet in person for meetings held outside Alaska.
No state pay; report all gifts
Commission members serve without pay and do not get state per diem or travel. The department may accept public or private gifts to cover travel, per diem, or other support, if it provides the required donor information to the commission for reporting. By the 30th day of each regular session, the commission sends a report to the governor and the legislature. The report lists every grant, donation, or gift with dates, amounts, totals, donor names and addresses, and for donors over $50 total, the donor’s employer and job. The commission cannot hire report writers or use department staff unless a gift is made for that purpose.
