Who gets money from impounded boats
The law sets the order for sale money when the state or a city sells an impounded vessel. First, it pays impound administrative costs. Second, it pays towing, handling, and storage. Third, it pays sale administration costs. Fourth, it pays lienholders up to their liens. Last, any leftover goes to the owner if the owner can be found. If the owner cannot be found, the leftover goes to the state general fund.
More boats exempt from Alaska registration
The law exempts these boats from Alaska numbering and registration. Non-barge boats with another state's number can operate up to 90 straight days. Foreign boats can operate up to 90 days. Barges with another state's number can operate up to 60 days. Boats without motors, government-owned boats, and boats with valid foreign papers are exempt. Handmade nonmotorized umiaq with a walrus or sealskin covering are exempt. Commercial vessels with a U.S. Coast Guard certificate and a state license under AS 16.05.490 or 16.05.530 are also exempt.
Derelict vessel fund ended, balance moved
The law repeals the derelict vessel prevention program statutes and its dedicated fund. Any remaining money in that fund lapses to the state general fund, subject to appropriation. Agencies no longer have the authorities or funding set by those repealed sections.
