More boats exempt from Alaska registration
The law expands which boats do not need Alaska numbers or registration. A non-barge boat is exempt for up to 90 straight days if it has a current certificate from another state with a federally approved system. A foreign-flag boat may operate in state waters up to 90 days. A barge is exempt for up to 60 straight days with a current out-of-state certificate. Government-owned boats and boats without engines are exempt. Boats with a valid foreign government operating document are exempt. A handmade, nonmotorized umiaq with walrus or sealskin is exempt. A commercial vessel is exempt if it has a U.S. Coast Guard certificate of documentation and a state license.
New order for impounded boat sale money
When the state or a city sells an impounded boat, the money pays costs in a set order. First, pay administrative costs of the impound. Second, pay towing, handling, and storage. Third, pay administrative costs of the sale. Fourth, pay any lienholder up to the lien amount. Last, pay the owner if the owner is found. If no owner is found, any remaining money goes to the state’s general fund.
Derelict vessel fund ends; money to general fund
The law repeals the derelict vessel prevention program fund and related statutes. The dedicated fund ends. Subject to appropriation, any remaining balance moves into the state’s general fund. This shifts money from a targeted cleanup fund to the general budget.
