Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Stronger ethics rules for state officials

The law tightens conduct rules for Alaska public officers. Officers cannot coerce subordinates or make others do private work for them. They cannot use state money, buildings, equipment, or services for partisan politics. "Partisan" means trying to help or hurt a candidate or party. Normal official duties to serve the public interest are not partisan. The governor’s residence may host political strategy meetings. State aircraft or residence communications may be used only when the state is not charged.

New conflict rules for fish and game boards

This applies to the Boards of Fisheries and Game. A member must disclose any related personal or family interest. After disclosure, the member is not automatically disqualified from participating in discussion. The member cannot vote if the supervisor or a board majority decides that continued involvement would violate the state ethics law.
