Bigger bulk fuel loans with 1-year payback

The law raises bulk fuel loan caps to $1.5 million per borrower (was $750,000). Cooperatives that buy fuel for more than one community can borrow up to $1.5 million times the number of communities, but no more than $1.8 million total. The bridge loan cap rises to $1.5 million per borrower each fiscal year (was $750,000). All bulk fuel and bridge loans must be repaid within one year of disbursement, and the division may set extra terms. These rules apply to loans that exist on, or are made after, the law’s effective date, which is immediate.

Backstop funding for fuel loan program

For the fiscal years ending June 30, 2026 and June 30, 2027, the legislature may put in the money needed to make a loan when the fund does not have enough unspent money. After a borrower repays, the legislature may move money from the loan fund back to the original funding source in the same amount, plus applicable interest. The law states the intent to make that repayment as soon as practicable after the borrower repays.
