Up to $135 million to rebuild Seward dock

The law authorizes the Alaska Railroad Corporation to issue up to $135 million in revenue bonds to replace its Seward passenger dock and terminal. This raises the cap from $60 million. The bonds can also pay for debt reserves, capitalized interest, and issuance costs. The new dock must fit Alaska Marine Highway ferries with side loading doors. Bonds are repaid from dock revenue or other railroad funds, and neither the railroad’s nor the state’s general credit is pledged. The corporation may sell the bonds in one or several rounds, and the act takes effect immediately.
