Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Keep your PFD while away

Beginning January 1, 2026, you can keep your Permanent Fund Dividend even if you were away for approved reasons. Approved reasons include full‑time school, active duty in listed uniformed services or accompanying a service member, merchant marine work or training, medical care or recovery, and caring for a critically ill or terminal family member. Peace Corps service, state or congressional service, U.S. Olympic or national team training, certain U.S. Education or State Department fellowships, and settling a close relative’s estate (up to 220 days) also qualify. Some absences are capped at 180, 120, or 45 days, depending on the reason. Uniformed service includes the Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force, NOAA Corps, and the U.S. Public Health Service.

Stronger rules on seizing your PFD

Beginning January 1, 2026, the state cannot accept a levy, garnishment, or similar action against a year’s PFD before April 1. If a court orders a seizure, the department sends the seized part to the court and notifies you by mail or your consented email. The notice states what was taken and that you have 30 days from the mailing date to object in court. Certain usual exemption laws do not apply to PFD levies.

Fingerprint checks for PFD staff and contractors

Beginning January 1, 2026, agencies and the PFD department must collect fingerprints and fees for national FBI checks when screening people who will administer PFDs. This applies to current or prospective employees and to contractors. Fingerprints go through the Department of Public Safety to the FBI. This adds a background check step and a fee for applicants and vendors who want PFD work.
