Permanent ID only works if resident

Beginning January 1, 2028, you may use a permanent identification card to hunt, fish, or trap only while you still meet Alaska’s residency rules. If you stop meeting the residency test, you cannot use the card for these activities. You need to buy nonresident licenses instead, which usually cost more, and you may lose resident‑only access.

Stricter resident rules to hunt, fish, trap

Beginning January 1, 2028, you count as an Alaska resident for hunting, fishing, and trapping licenses only if you meet all five rules. You must be in Alaska and plan to stay and make a home. You must have kept your home in Alaska for the 12 months before you apply. You must have been in Alaska that whole time, or your time away fits the allowed absences in AS 43.23.008. You must not claim residency or get resident benefits in another state, territory, or country. Noncitizens can qualify as residents only if they meet these same rules.

State will verify residency for licenses

Beginning January 1, 2028, the Commissioner sets rules to decide who counts as a resident for licenses. The agency can require proof and use information from other state agencies. This can mean more paperwork for applicants, but it also aims for fair, consistent decisions by looking at all relevant facts.
