Proof and limits on permanent hunting IDs

Beginning January 1, 2028, you can use a permanent identification card to hunt, trap, or fish only if you still meet the state’s residency rules. The commissioner must set rules to decide residency, can require proof, and can check records from other state agencies. You may need to provide documents when you apply. If you no longer meet residency, you lose resident rates and may have to pay nonresident fees.

New resident rules for hunting and fishing

Beginning January 1, 2028, you count as an Alaska resident for hunting, trapping, and sport fishing licenses only if you meet a five-part test. You must live in Alaska and plan to stay, keep Alaska as your home for 12 straight months before you apply, and be in the state that year except for absences allowed by AS 43.23.008. You also must not claim residency or get benefits as a resident of another state, territory, or country. Noncitizens can qualify as residents if they meet these same tests. These rules decide who gets resident license rates.
