Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Right to repair your digital products

Beginning January 1, 2027, for digital products sold or leased in Alaska, makers must give owners and independent shops the same repair docs, parts, tools, and software they give authorized providers. Digital docs and diagnostic tools are free; physical copies or tools can charge only reasonable actual cost. Makers cannot block working third-party parts or show misleading, undismissable alerts. If a repair disables a security lock, the maker must provide a way to reset it, including through a secure release system. Makers must offer parts on the same favorable terms and prices as to authorized shops, and any contract that tries to waive these duties is void.

Limits and carve-outs on repair access

The rules cover only digital products sold or leased in Alaska on or after January 1, 2027. Medical devices, motor vehicles and their parts, fire and life-safety systems, intrusion detection, and physical access control gear are excluded. Makers must share only the same documentation they give to authorized providers under license or contract. Makers do not have to disclose trade secrets, except as needed to provide repair docs, parts, or tools. If a part is no longer available to the maker, the maker does not have to supply it.

Who counts as independent or authorized repairer

The law defines who is an independent service provider: you repair digital products in Alaska, are not the maker, have no license or contract with the maker, and are not affiliated with someone who does. It also defines an authorized provider: you have the maker’s license to use its brand or a contract to provide repairs; the maker itself counts when it offers repairs. These definitions apply on and after January 1, 2027, and decide who can get repair materials.

Enforcement and liability for repairs

Breaking the repair rules is an unlawful act the state can enforce for violations on or after January 1, 2027. But manufacturers and authorized providers are not liable for damage to a product caused by an independent repairer or an owner during repair on or after that date.
