City council size and elections

First-class cities have six council members, elected at large. Second-class cities with more than 1,000 people have seven, elected at large. Second-class cities with 1,000 or fewer people have 3 to 7 members, set by ordinance, elected at large. A first- or second-class city can pass an ordinance to use a different method than at-large for all members, such as districts. These rules take effect immediately.

School board terms and elections

Municipal school board members are elected at the regular election for three-year terms and serve until successors take office. Members are elected at large unless voters have approved a different method in a regular election. Local leaders can change school board term lengths by ordinance. Some changes must also be approved by voters, while others can be adopted by the governing body alone, depending on which part of state law applies. These rules take effect immediately.
