Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Fuel dealers lose 1% discount

Beginning July 1, 2026, fuel dealers and users can no longer keep 1% of monthly refined and motor fuel taxes. The old cap was $100 per month. You must pay the full surcharge and tax each month by the last day of the next month. You also file a monthly statement of fuel distributed or used.

Cigarette sellers lose discounts, get refunds

Beginning July 1, 2026, licensed cigarette sellers must pay the full monthly cigarette tax. The 0.4% filing deduction ends. Cigarette stamps are sold at full face value; volume discounts no longer apply. But you can get a refund or credit for unused or damaged stamps, for stamped packs that are destroyed or returned, and for sales made outside Alaska. You must show the packs were not consumed in Alaska, and hold a license where the out-of-state sales happen.
