Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Fuel sellers lose 1% tax allowance

Beginning July 1, 2026, fuel dealers and users can no longer keep 1% (up to $100) of the monthly refined and motor fuel taxes. You must send the full surcharge and tax by the last day of the next month. Your monthly payment can rise by as much as $100.

Cigarette sellers lose discounts, get full refunds

Beginning July 1, 2026, licensees must remit the full monthly cigarette tax; the 0.4% retention is gone. Percentage discounts on cigarette stamp purchases are also removed, so stamps are sold at full face value. When you return eligible stamps, the Department refunds or credits the full face value. Eligible cases include unused or damaged stamps; stamps on packs that are unfit, destroyed, or returned to the maker with proof they are not consumed in Alaska; and stamps on packs sold outside Alaska with proof and proper out‑of‑state licensing. The law also repeals related subsections to align these rules.
