Dedicated fund for invasive species response
The law creates an Invasive Species Response Fund in the state’s general fund. Money in the fund does not lapse at year end. Fish and Game can spend from the fund to manage invasive species without further appropriation.
Five-year invasive species plan and reports
By January 15 of each odd-numbered year, the council presents a five‑year plan with priorities, needed laws, and funding ideas. By January 15 each year, it submits a report on species present, impacts, and actions taken. Reports go to the governor, key departments, and the Legislature.
New Alaska council for invasive species
The law creates the Alaska Invasive Species Council in Fish and Game. It coordinates prevention, detection, and rapid response with state, tribal, federal, local, and nonprofit partners. It advises on import, possession, and pathways of non‑native species and can recommend how to target efforts. Members include the university, tribes, statewide and marine groups, conservation districts, two legislators, and four state agencies; advisors can join as nonvoting experts. The council adopts bylaws, may form subcommittees, meets at least quarterly (phone or video allowed), and starts quickly: appointments within 60 days and a first meeting within 90 days.
Council and fund sunset in 2035
The law repeals the council, related definitions, and the response fund on July 1, 2035, unless extended. After that date, those authorities end unless new law continues them.
