State employees must fully cooperate with the legislative auditor and fiscal analyst. Intentionally blocking help, or ordering others not to help, is just cause for firing or other discipline. A defense applies if the worker reasonably believed the action was legally allowed.
The audit committee provides yearly post-audits of the Alaska Housing Finance Corporation, the Alaska Aerospace Corporation, and the Alaska Industrial Development and Export Authority. These annual checks increase oversight of their management and spending.
It is a crime to intentionally block, threaten, or prevent cooperation with the legislative auditor or fiscal analyst. People must provide requested information in the form or format asked. A defense applies if the person reasonably believed the action was legally allowed. This applies to offenses on or after the law’s effective date.
The audit division checks the books of all custodians of public funds and state disbursing officers at least once every three years. This adds routine checks on officials who handle state money.
The Legislative Budget and Audit Committee can require full cooperation from all state officials and agencies. It can require data in the exact form or format it asks for. The Legislative Audit Division has the same power and can demand help during inspections and audits. The division also has direct access to University of Alaska management records, like any other agency.
