Regular audits of boards and state corporations
The committee provides yearly post-audits of the Alaska Housing Finance Corporation, Alaska Aerospace Corporation, and Alaska Industrial Development and Export Authority. The audit division completes yearly performance audits of boards and commissions listed in law and makes reports available by the first day of each regular session. The audit division also checks the books of all public fund custodians and state disbursing officers at least once every three years.
State agencies must share records with auditors
The legislative committee can require all state officials and agencies to fully cooperate with audits. The audit division can require information in the exact form or format it requests. Auditors can access any agency records at any time, including confidential ones. They can verify agency bank balances, and banks are not liable for giving that information. Auditors have the same direct access to University of Alaska management records as for other agencies.
Criminal penalties for blocking audits
It is a crime to intentionally block the legislative audit or stop someone else from helping. This includes refusing to give information in the form or format the auditor requests. The rule does not apply if you reasonably believed your action was legally justified. It applies only to acts on or after the law’s effective date.
State workers can be fired for obstruction
State employees must fully cooperate with the legislative auditor and fiscal analyst. They must give information in the form or format requested. Intentionally refusing or stopping others from helping is just cause for firing or discipline. This does not apply if the employee reasonably believed the action was legally justified.
