Wellness rewards for health plan members
Beginning January 1, 2027, health plans may offer wellness rewards if programs promote health or prevent disease. You get a chance to qualify at least once a year. Rewards must be available to all similarly situated people. Plans must offer another way to qualify if a health condition gets in the way. Total rewards across wellness programs cannot be more than 20% of your coverage cost. Plans must tell you how to qualify and explain alternatives.
Limited gifts and raffles for insurance
Beginning January 1, 2027, insurers may give noncash gifts like meals or make a charity gift for you. They cannot require you to buy or renew a policy. For individuals, the value must stay within a per-term amount the director sets as reasonable. Insurers may also run raffles that are free to enter, open to the public, and have prizes within director limits, with no purchase required. For business or institutional customers, gifts must be fair, reasonably priced compared to the premium, and not charged to others.
No free insurance ads allowed
Beginning January 1, 2027, insurers and agents cannot advertise insurance as free or at no cost. They also cannot offer insurance as an incentive to buy another policy.
When these insurance rules start
Most of this law starts January 1, 2027. The part that lets the director begin rulemaking takes effect immediately, but rules cannot take effect before the related law. Starting January 1, 2027, the director may also issue rules for value-added services, gifts, and raffles under the normal state rule process.
Extra services tied to insurance
Beginning January 1, 2027, insurers and agents may give extra products or services free or at lower cost. The extra must relate to your policy and aim to cut risk, lower claims, improve health or finances, or help after a loss. The total value per policy term is capped at the greater of $250 or 5% of your premium. They must give you contact info for help and use written, objective rules to decide who gets it. New ideas can run as pilots for up to three years if the director does not object within 21 days.
No hidden rebates in property and casualty
Beginning January 1, 2027, property, casualty, and surety insurers and producers cannot give rebates, discounts, credits, or special favors not listed in the policy. Exceptions apply only if a filing with the insurance director allows them.
