The law provides $2.43 billion for capital projects statewide. It also gives $12.5 million to the transportation department for critical maintenance in FY2027. The state funds a $150,000 backup generator at Aniak airport starting June 30, 2026. Most other funding starts July 1, 2026.
The state reuses up to $7,125,675 to build a Medicaid service authorization system starting June 30, 2026. It also adds up to $780,134 in federal funds and about $211,335 plus up to $850,000 in state funds. This money boosts assessment capacity for seniors and people with disabilities in FY2027–FY2029. The goal is faster assessments and steadier access to needed services.
The state directs oil‑reserve impact money, estimated at $32.4 million, to community capital grants. The Commerce Department awards the grants under the National Petroleum Reserve–Alaska impact program. This takes effect June 30, 2026.
The state moves about $5,150,410 into the school construction grant fund for the Stebbins K–12 replacement. The grant pays the Bering Strait School District to replace the school. The reappropriation begins June 30, 2026.
The state gives $37.5 million from the cruise passenger tax account to port towns for docks, safety, and passenger services. Towns like Skagway, Juneau, Ketchikan, Sitka, and Anchorage receive listed amounts. If the account has too little after other uses, each town’s grant is cut by the same percentage. Funding starts July 1, 2026.
Federal receipts in FY2026 and FY2027 can fund a statewide online dashboard for project permits. The Natural Resources Department builds and runs the tool to track permitting.
The state can use extra federal or program receipts received in FY2027 to fund programs after required review. Starting July 1, 2026, insurance settlements and recoveries move to the catastrophe reserve account or to the agency that had the loss. The law also moves other unspent balances and sale proceeds in FY2027 to the named departments for the purposes listed.
Cooper Landing Emergency Services, Inc. receives $92,748 from the general fund. The money pays for building repairs and for updated firefighting and protective gear. This change takes effect June 30, 2026.
The law shifts unspent funds to keep state offices running well. The Governor’s office can use reappropriated money for building repairs, IT upgrades, food security work, election equipment and security, and resource reviews. The Legislature can reuse up to $500,000 for training and outreach through FY2028, and remaining funds for building repairs and technology.
The state provides $600,000 in organization grants to the Xunaa Borough. Payments cover the fiscal years ending June 30, 2027, 2028, and 2029, starting December 31, 2025. The law also extends the incorporation deadline to June 30, 2029 to keep the funding available.
Sale proceeds from state boats, planes, and related parts in FY2027 stay with the agencies. Fish and Game keeps about $150,000 from sales of vessels and aircraft bought without federal funds, and about $200,000 from federally funded project equipment. Public Safety keeps about $150,000 from vessel sales and about $150,000 from aircraft sales. The money pays for renewal, replacement, and maintenance.
The state reuses about $650,000 as the match for U.S. Department of Energy State Energy Program grants. Beginning July 1, 2026, the Alaska Energy Authority may also use any federal tax credit receipts received in FY2027 for renewable projects or matching funds. These investments support projects that can lower energy costs over time.
Federal disaster‑recovery housing funds received in FY2027 go to the Commerce Department. The money supports Community Development Block Grant disaster recovery programs in affected communities.
Some parts take effect right away: sections 7, 8, 12(e), 22, and 23. Sections 4–6, 11, 13, 15, and 18–20 take effect June 30, 2026. All other sections start July 1, 2026.
