Pass civics to get diploma
Starting with students who enter ninth grade on or after July 1, 2027, a civics pass is needed to graduate. Students must learn state-listed civics topics and either pass a one semester civics course, a civics test, or a civics project. A passing score is 70% or higher. Schools must note the pass on the transcript, and students can retake the test until they pass. Exceptions apply for transfers after grade 10 from another state, for recent out-of-state comparable passing work (within five years), and for some students with disabilities who get a waiver.
Seal for high civic readiness
Starting July 1, 2027, the Education Department creates a Seal of Civic Readiness. Students who show high civic knowledge, skills, mindset, and experiences get the seal. The seal appears on the student’s transcript and diploma.
State posts free civics materials
Starting July 1, 2027, the State Board posts a list of free civics materials on the education website. The list uses open licenses so schools can reuse and adapt them. It must cover key topics like the U.S. and Alaska Constitutions, rights, elections, Congress, and Alaska Native governments. Districts can use these to teach civics and design tests or projects.
Civics rules start July 1, 2027
This law takes effect July 1, 2027. That is when the new civics rules begin.
