Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

New civilian seat, 45-day committee appointments

The Joint Armed Services Committee gains one civilian member who lives in Alaska and is not a legislator. The senate president and house speaker appoint this member together after considering a recommendation from the Alaska Municipal League. On the effective date of section 2 of this Act, current members’ terms end, and they may be reappointed. The appointing authorities must fill committee seats within 45 days after that effective date.

Stronger duties and higher quorum for state military committee

Nine members now make a quorum, up from eight. The committee must monitor base changes and missile defense in Alaska, work with our congressional delegation, study joint training, and advocate for force stationing. It may hold hearings and must report to the legislature by December 31 of the year of each second regular session. The Legislative Affairs Agency must keep member and contact lists, track vacancies, and maintain Alaska Decoration of Honor lists. The law also repeals older statutes tied to the committee to update and consolidate rules.
