Natural Resources now runs Chugach Park

Beginning July 1, 2025, the state’s Department of Natural Resources manages Chugach State Park. It controls development, maintenance, and roadside structures on park land and water. The Department of Fish and Game must cooperate with Natural Resources to carry out these duties.

Road access and upkeep in Chugach Park

Beginning July 1, 2025, the Natural Resources Department can grant a city or borough an easement in Chugach State Park to repair, maintain, or build roads and related facilities. The city or borough must request it, pay all costs, and keep up the road or facility for the life of the grant, which must state if it is temporary or permanent. The department gives public notice, holds at least one hearing, and the commissioner must find it improves or maintains public access and is in the public interest. The state Transportation Department repairs and maintains existing public roads in the park, except where a municipality does that work under an easement.

Up to 20% Chugach boundary changes

Beginning July 1, 2025, the Natural Resources commissioner can change the Chugach State Park boundary by up to 20% of its total acreage. The commissioner must hold a public hearing and get approval from the Legislature. This power applies only when land ownership or jurisdiction conflicts cannot be solved without unreasonable cost to the state. A boundary change can increase or reduce the park area.
