City road easements and upkeep in Chugach Park

Beginning July 1, 2025, a city or borough can request an easement or right-of-way in the park to repair, maintain, or build roads and related facilities. The city must pay all costs and maintain the road and facilities for as long as the grant lasts, and the grant must state if it is temporary or permanent. The department must give public notice, hold at least one hearing, and the commissioner must find the grant helps public access and is in the public interest. The state transportation department still maintains existing public roads in the park unless a municipality takes on that work under a grant.

New management and boundary rules for Chugach Park

Beginning July 1, 2025, one state department runs Chugach State Park and controls roadside structures. The Department of Fish and Game must cooperate on its duties. The commissioner can change the park boundary by up to 20% only to fix unmanageable ownership or authority conflicts. Any change requires public notice, at least one hearing, and approval by the legislature.
