The state can invest $3,693,500 in nonvoting shares of the Commercial Fishing and Agriculture Bank. This only happens if SB 156, or a similar law, is enacted to let the bank make new commercial fishing loans. The goal is to expand lending for fishing businesses.
The state provides $78,046,539 in extra capital funding across agencies, including $68,104,267 for the commerce department. It also uses National Petroleum Reserve–Alaska receipts for local impact grants. The grant amount equals money received by June 30, 2025, estimated at $29.5 million. Grants are available starting July 1, 2025.
The state moves about $41,095,007 in unspent funds to pay the state match on federal highway projects. It also allows up to $11,165,260 more from older balances for match and unexpected costs. This keeps highway construction and repairs on track. These changes take effect June 30, 2025.
On July 1, 2025, the state tops up the school Major Maintenance Grant Fund to $38,110,038. If the balance is lower, the general fund covers the shortfall. This keeps school repair projects moving.
For FY2026, the state automatically appropriates extra federal and designated receipts above budgeted amounts if program‑review rules are met. It bars using extra Alaska Gasline Development Corporation receipts to raise appropriation items. It provides $500,000 to update corporate tax systems, but only if SB 92 or a similar law passes. It repeals a small 2024 session‑law item. Insurance recoveries go to the catastrophe reserve or the agency that had the loss. Most items start July 1, 2025; the repeal takes effect March 31, 2025.
Fish and Game keeps money from selling certain equipment during the fiscal year ending June 30, 2026. If it sells vessels or aircraft bought without federal funds, those proceeds pay for maintenance and replacements. If it sells equipment bought with federal funds for federal projects, the proceeds support those same projects. The bill estimates $150,000 and $200,000, depending on actual sales.
The Legislative Council reuses up to $500,000 from older appropriations to host the 2027 Council of State Governments West meeting. Any remaining balances go to renovate and upgrade legislative buildings and technology. This takes effect June 30, 2025.
The Governor’s office reuses unspent funds for statewide needs. Up to $100,000 pays for USS Ted Stevens commissioning activities. Other unspent balances pay for capital items, IT, food security work, a 2026 energy conference, elections equipment, and resource studies. The unspent balance of the Alaska capital income fund on June 30, 2025 is used for critical deferred maintenance and repairs statewide. This takes effect June 30, 2025.
The state replaces the Department of Law’s case management systems. It reuses about $3,524,096 from a prior project and adds about $3,475,904 from the general fund to reach $7,000,000. The reappropriation is effective June 30, 2025. New funds are available July 1, 2025.
The state funds repairs and upgrades at key public sites. It reuses an estimated $4 million to remodel the McLaughlin Youth Center in Anchorage. It sets $100,000 for the Fairbanks Veterans Cemetery. It allows up to $450,000 to improve communications at the Rabinowitz Courthouse. If the Stratton Library in Sitka is sold, the sale money goes to renovate the Sheldon Jackson Museum and related facilities. Most items take effect June 30, 2025; the museum item starts July 1, 2025.
The state gives $600,000 in start‑up grants to the Xunaa Borough. The money covers the fiscal years ending June 30, 2026, 2027, and 2028. Funds are available July 1, 2025. The borough must be incorporated by December 31, 2025 to receive the grants.
The energy authority can use any federal tax credits tied to its renewable projects. Credits flow to the authority to fund projects or match federal grants. This starts July 1, 2025. The bill estimates $0 now; actual credits depend on federal rules.
