State employees gain limited payroll payment options

Beginning October 1, 2025, Alabama state employees can use payroll deductions for financial agreements offered through state employee membership associations. These must be signed agreements or contracts with repayment terms; deferred compensation plans are excluded. The Comptroller must provide deductions when at least 200 participating state employees request them, subject to Alabama Code section 17-17-5. Allowed deductions also include membership dues, voluntary contributions, and insurance premiums. Deductions existing on April 23, 1985, continue. Payments must be deducted at least monthly and sent to the company, association, or organization employees choose. Employees can stop any deduction with two months’ written notice to that recipient and payroll officials. The Comptroller can take an administration fee of up to 1% of the total deductions collected. The state is not responsible for repayment between an employee and a financial institution.
