Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

More delivery choices for prescriptions

Pharmacies can deliver prescriptions to a patient’s home, workplace, hospital, long-term care facility, or another address the patient chooses. An employee or common carrier can make the delivery. The patient or their chosen agent must be there to receive it, and federal law can prohibit some deliveries.

More renewal timing flexibility for pharmacists

Pharmacists and pharmacy technicians can apply for license renewal and pay the fee before finishing required continuing education. They must complete all required education before their license expires. The Board must update its renewal forms and procedures.

Permits required to distribute medicines

Businesses must have a valid permit from the Arizona State Board of Pharmacy before wholesaling or distributing listed products. These include prescription and nonprescription drugs, controlled substances, devices, regulated chemicals, medical gas, and durable medical equipment.

New owners can keep permit businesses operating

After a permitted business changes owners, it can keep operating under its current permit while the new owner’s application is reviewed. The new owner must notify the Board within 7 calendar days and apply within 30 calendar days. The business must keep following the rules and remains subject to inspections and enforcement. The Board can stop operations for safety risks, missed requirements, or credible evidence of fraud or diversion; temporary operation ends when the application is approved or denied.
