New utility terms for large power users

The Arizona Corporation Commission can set service terms for extra high load factor customers not covered by an existing utility tariff. Terms may include minimum bills, contract lengths, early exit rules, collateral, and payments for needed infrastructure. Utilities must file schedules showing that other customers will not subsidize these costs, while keeping flexibility to set specific terms case by case. The rule ends after December 31, 2033.
