The law raises relocation help to the lesser of your actual costs or $22,500 for single-section homes and $30,000 for multisection homes, for moves within 100 miles. Covered costs include take-down, transport, and setup. If you abandon the home and turn in a clean, notarized title, lien releases, and proof of paid taxes, you can get 40% of the cap. If your home was ground-set and you move it out of the park, you can get up to $2,500 more for extra removal costs. You qualify if a rent hike at renewal exceeds 10% plus the one-year West-A CPI, or if an age-restricted park converts to all-age use. For timing, you must file a contract within 60 days after a move, at least 30 days before a qualifying rent increase (with a signed installer contract), or within 180 days after age-restriction notice; the director has 15 days to approve and the installer is paid after permits and inspection. If the government takes the park by eminent domain, the government pays your relocation costs.
Beginning July 1, 2027, the department funds speech and listening services for infants and toddlers who are deaf or hard of hearing, if money is appropriated. Services are run or overseen by certified auditory verbal specialists and may be in homes, clinics, schools, or virtual settings. The department refers eligible families. Up to 10% of the appropriation may be used for administration.
The law creates a housing trust fund with money from unclaimed property, other transfers, and investment earnings. Money does not lapse; the Legislature may allow up to 10% for administration. For the first four months each year, funds first match federal programs, then support emergency shelters, transitional housing, and housing for people with serious mental illness. A share is reserved only for rural housing. After four months, remaining money may be awarded using stakeholder input. For projects it funds, the department must notify local governments and cannot override local zoning.
You cannot get relocation money if you bought a home in the park or moved one in after a closure notice. You also cannot claim fund payments if the landlord moves you to another space in the same park and pays for it. If you told the landlord you were leaving before the closure notice, you are not eligible for payments.
The program now serves school-age children from age 5 up to 18. Families must earn $150,000 or less per year to qualify. At least 30% of grant money goes to rural grantees, but unused rural funds can be used anywhere in the state. No more than 5% of the fund can be used for administration, and the fund does not lapse.
For each tenant who files for relocation help after a change in use, park owners must pay $500 per single-section and $800 per multisection home into the fund. If owners miss required notices or close early, they owe an extra $500 or $800 per space, and the same extra amounts apply if a change in use follows within 270 days of earlier relocations. Owners do not owe these payments for landlord-owned homes or moves done under contract when the tenant does not file for help. Owners also do not owe fund payments for moves under the age-restricted community change section.
The military family relief fund now runs through December 31, 2031. Any unspent money on that date moves to the veterans’ donations fund.
Park owners must give 180 days’ written notice before a change in use and cannot raise rent in the 90 days before that notice. Owners must also give tenants written info about the relocation fund. When a rent hike meets the 10% plus CPI test, the owner must tell tenants in writing. Owners must give 60 days’ notice before changing an age-restricted park to all-age. After a 180-day closure notice, landlords and current tenants must warn any buyer or new renter that the park is closing.
