Beginning July 1, 2027, firms awarded Colorado public project contracts worth at least $1 million must document apprenticeship compliance. They must submit records to the agency when a mechanical, electrical, or plumbing subcontractor is put under contract. This requirement applies only to projects receiving no federal money and does not apply where federal law prohibits it. Projects with labor agreements covering all construction work are exempt from the separate apprenticeship requirements. A referendum petition filed within 90 days after final legislative adjournment requires voter approval at the November 2026 general election. In that case, the law takes effect only after approval, on the later of July 1, 2027, or the Governor’s official vote declaration.
Beginning July 1, 2027, Colorado agencies can require project labor agreements for public projects estimated at $1 million or more. Agencies must find that an agreement supports skilled staffing, cost savings, safety, quality, and timely completion. These agreements set workers’ employment terms and bind all project contractors and subcontractors. They must provide quick, binding dispute procedures, bar strikes and lockouts, and ensure a reliable supply of skilled workers. They must also promote job opportunities for underrepresented groups and allow selection of the lowest qualified, responsible bidder regardless of union status elsewhere. Projects with agreements covering all construction work are exempt from separate state apprenticeship-use and prevailing-wage requirements. A referendum petition filed within 90 days after final legislative adjournment requires voter approval at the November 2026 general election. In that case, the law takes effect only after approval, on the later of July 1, 2027, or the Governor’s official vote declaration.
