Bill Overview

Analyzed Economic Effects

6 provisions identified: 3 benefits, 2 costs, 1 mixed.

Collectors gain titles and easier conversions

Beginning July 1, 2027, qualifying collector or historic vehicles can receive a rebuilder's title. Vehicles must be non-roadworthy, at least 25 years old, and include at least a rolling chassis. Applicants need satisfactory ownership proof and a passed certified vehicle identification number inspection. Once the vehicle is roadworthy, owners must surrender the prior ownership document or title to get a standard title. The law removes the conversion-stage bond requirement, leaving one bond requirement in the specified initial rebuilder-title process.

Owners can choose registration expiration months

Beginning July 1, 2027, owners can choose an eligible vehicle's expiration month at initial registration or renewal. A registration lasting less than one year allows this change. Owners do not need multiple vehicles, and an authorized agent decides vehicle eligibility. The request is allowed only once in the 12 months after the transaction date.

Rebuilt vehicle titles must show damage

Beginning July 1, 2027, Colorado must put a salvage disclosure statement on titles marked "rebuilt from salvage." It must state the legal reason for salvage status and include the owner's description of the damage. The statement must also include the seller's and buyer's signatures.

Mailing vehicle documents can cost more

Beginning July 1, 2027, authorized agents may charge and keep fees for mailing requested vehicle documents or license plates. Fees must cover direct shipping and handling costs; the law removes the stated $5 cap. Agents may calculate and publish fees by October 15 for the registration period starting the following January 1.

Salvage buyers face narrower refund protections

Beginning July 1, 2027, the specified seller disclosure duties and buyer refund right apply only in two cases. The title must lack the "rebuilt from salvage" disclosure, or the vehicle must have multiple ownership assignments. The refund right covers buyers who were unaware of the salvage status. These specific protections do not cover other transfer situations.

Vehicle fee changes with local inflation

Beginning July 1, 2027, Colorado adjusts the existing $4 authorized-agent vehicle fee each year for local inflation. The state uses the Denver-Aurora-Lakewood Consumer Price Index. The fee can rise or fall, but neither change can exceed 5% a year. The state may round the fee to the nearest dollar.
