New planning help for Colorado communities

The law creates a 21-member Regional Planning Roundtable Commission within Colorado’s Department of Local Affairs. It helps local governments meet housing, land-use, and other planning rules and find state and federal resources. After its first meeting, the commission meets only when a local government requests help with a regional challenge or opportunity. It defines regional boundaries, suggests roundtable participants, and identifies state resources. Initial appointments are due September 30, 2025; most members serve three-year terms, while specified members serve two-year terms. Members receive no pay or expense reimbursement. Annual reports to state lawmakers are due December 31, starting in the year after the first meeting. The department can seek, accept, and spend public or private gifts, grants, and donations. The commission provisions take effect only after the department receives enough of that funding to implement them. The director must notify the Revisor of Statutes; the effective date is the date specified in that notice, or the notice date. Lawmakers may provide General Fund money starting in state fiscal year 2026–27, but the law sets no amount.
