Scooter rentals need big city approval

Scooter rental companies cannot operate in Delaware unless a large city says yes. A company may rent low‑speed motorized scooters only in a municipality with 30,000 or more people that passes an ordinance or regulation allowing rentals. Municipalities under 30,000 do not qualify under this rule. This applies to commercial rental services only. Private scooter owners are not affected.
