Faster payments for rural governments and districts

Beginning July 1, 2026, agencies can pay unpaid invoices for verified, eligible work under agreements providing federal or state assistance. Eligible recipients include counties and municipalities that qualify as rural communities or rural areas of opportunity. Special districts qualify when entirely within those places; independent districts also qualify when providing water and wastewater services in a rural area of opportunity. Agencies must speed up payment requests and use this payment authority for qualifying recipients showing financial hardship, as applicable law allows. These payments help local governments manage cash flow rather than repay them for invoices already paid.

Rural status expands to more special districts

Beginning July 1, 2026, Florida's rural community definition includes independent districts providing water and wastewater services in rural areas of opportunity. It also covers counties with 75,000 or fewer people, and counties with up to 125,000 bordering one with 75,000 or fewer. Municipalities and special districts within those counties qualify, using the state's most recent official population estimates. In other counties, unincorporated federal enterprise communities or incorporated rural cities with 25,000 or fewer people qualify with farm- or resource-based employment and at least three department-verified economic distress factors. Rural status affects eligibility under laws using that definition but sets no payment amount.
